        Thomas R. Spencer focuses on Business Law, Arbitration, Commercial Litigation and Transactional Law. With over 40 years of experience, Spencer has appeared in every court of appeal of Florida, in the Supreme Court of Florida, the Florida Federal District Courts, the District Court of the District of Columbia, the Federal Circuits for the Eleventh, Fourth, Second, Fifth, and Second Circuits and the Supreme Court of the United States.  He appears before the International Court of Arbitration, Paris.

        Spencer is an experienced counselor to domestic and international business organizations and represents businesses in respect to issues pending before governments at the State, National and international levels. He regularly assists clients with their transactional needs, counseling them on preventive tactics to avoid unnecessary litigation exposure.

         Mr. Spencer is an experienced Arbitrator for domestic and international disputes and is regularly appointed to the Financial Industry Regulatory Authority and has been appointed to the International Centre for Dispute Resolution ((American Arbitration Association). Spencer has been selected as a Fellow of the Chartered Institute of Arbitrators, London. He is a lecturer in Legal Ethics,  Election Law and National Security Law.

         Spencer represents individuals and businesses with issues to be solved with the federal government. As a Life Member of the Association of Former Intelligence Officers, Spencer regularly represents officers of the National Clandestine Service and other agencies. In this respect, Spencer also assists companies with investigative needs and internal reviews.

          Spencer has and does represent candidates and campaigns domestically and internationally and assists with Ethics and compliance issues. With wide ranging international colleagues, Spencer is able to handle matters in various European, Middle-East and Latin American countries. He is a member of the Florida and District of Columbia Bars.
